based on recent survey by Information Communication Telecommunication (ICT Watch), published by Media Indonesia, Friday, April 4, 2008 - on 4.888 respondents in Jakarta:

Advertisement Concept
53% respondent said the ads are false and no educational content
29% of them stated the ads are not clear - confusing

Price War Ads
42,4% said they are false and not fully disclose
38,4% - they are exaggerating!
9,3% - they are useful
7,3% - neutral
2% - no idea

Ads same with reality?
51,9% - they are false!
27,5% - ads are implemented in reality
12,1% - did not understand how to measure it
8,5% - no idea

Service improvement along with the ads?
50,7% - same
29% - better
19% - worse
1% - no idea

Most interested ads:
34,8% - XL
26% - Telkomsel
11,3% - Indosat
8,9% - Bakrie Telecom
6,5% - 3
6,2% - Telkom Flexi

My conclusion:
Spending a lot of "cheapest rate" ads - in reality - most of subs do not really believe the contains are true!

I think the operators should give "real benefits" to subscribers - like
- SMS bonus, free data access, free talk (on net/sesama or off net /antar operator), both for prepaid and postpaid users
- longer active period for prepaid vouchers
- improve quality of service - cut drop call rate!
- expand the coverage areas
